Senior Accountant II
Brief Description of Duties:
The Senior Accountant II is responsible for the coordination of various global tax related work across the State Board
of Administration (SBA). In addition, the position assists with the preparation of both the Florida Retirement System
(FRS) Defined Benefit (DB) and Defined Contribution (DC) annual financial statements and related audit work. The
Senior Accountant II reports to the Manager of Accounting-FRS.

35% - Coordinates Global Tax Reporting and Compliance
  • Monitors SBA investments in conjunction with the investment staff, for ongoing tax reporting/compliance requirements
  • Analyzes US/foreign tax notices from third party sources and establishes processes to ensure tax compliance in foreign markets
  • Communicates/collaborates with Global Tax Consultant, custodian bank, various sub-custodians and investment staff on specific tax issues to determine the appropriate course of action
  • Coordinates and prepares materials for all global tax calls, meetings and site visits
  • Analyzes/verifies accuracy of documents (i.e., quarterly Capital Gains Tax calculations, annual tax returns, invoices for payment of services, etc.) from the global tax consultant and foreign tax agents and follow up until completion of the related deliverables
  • Prepares and monitors staffing requests as needed for additional foreign markets/services
  • Prepares reclaim packages for various foreign markets and monitors reclaim status as necessary
  • Develops/maintains a network of both internal and external contacts for tax related matters
  • Performs Federal Reserve - Form S Reporting activities (i.e., monitors new account openings, ensures various user access paperwork is maintained for SBA staff, and ensures report is filed using the appropriate software)
30% - Assists with the preparation of the FRS DB and FRS DC Financial Statements
  • Analyzes and reviews U.S. Generally Accepted Accounting Principles (GAAP) changes, Governmental Accounting Standards Board (GASB) standards and other guidance and assesses impact on the SBA’s financial statement processes
  • Prepares journal entries as necessary
  • Reviews prior year workpapers, noting any changes that need to be made based on new GAAP or GASB pronouncements/standards
  • Develops and prepares draft financial statements, supporting schedules, and note disclosures for FRS DB and DC in accordance with U.S.GAAP utilizing Microsoft Word, Excel and/or financial close software
  • Communicates with the Manager of Accounting-FRS and auditors on issues that may affect financial statements
  • Coordinates/communicates with DC staff on the preparation of the FRS DC statements
  • Circulates draft FRS DB and DC statements to SBA staff for review and updates to incorporate comments/edits, as needed
  • Attends the SBA Audit Committee meeting in which the FRS results are presented, discussed and accepted
10% - Monitors and responds to various audit inquiries (internal and external) for the FRS DB and DC
Financial Statements
  • Provides documents/information as requested by auditors
  • Monitors audit requests through the online portal to ensure all requested documents and information have been submitted
  • Provides draft statements to auditors for review and circulates their comments/edits to SBA staff in order to prepare final draft
  • Oversees the roll-forward of the financial statements and supporting schedules to set up for next fiscal year, once audited financial statements are complete, and incorporates any new requirements and improvements
10% - Reconciles derivative investments and prepares year-end entries and notes
  • Reviews daily swap activity across internal portfolios to ensure SBA and the custodian bank accounting agree
  • Prepares monthly reconciliations for futures contracts, swaps, forward currency contracts, and options
  • Analyzes and researches discrepancies in trades, income, fees, and margins using knowledge of U.S. Generally Accepted Accounting Principles (GAAP) and accounting procedures
  • Contacts the custodial bank, broker, and/or the asset class to resolve discrepancies
  • Prepares entries to post information in the general ledger system that did not flow from the portfolio valuation system (Eagle STAR) and correction vouchers as necessary
  • Prepares monthly entries to post margin for swaps
  • Performs year-end entries and prepares derivative-related note disclosures for FRS financial statements and statewide financial statements
05% - Reviews the work of Accountant and provides guidance as needed
  • Reviews various global tax documents and staffing requests
  • Reviews supporting schedules and note disclosures for FRS DB and DC Financial Statements
  • Oversees the preparation of the various reports and spreadsheets used to prepare the Federal Form S
  • Works with Accounting staff to ensure accuracy and helps resolve discrepancies
05% - Develops and maintains thorough knowledge of the use of SBA systems, operations and procedures and participates in Accounting’s cross-training plan
  • Develops and maintains an understanding of the SBA general ledger, portfolio management system, related accounting software, custodian bank software, SBA Chart of Accounts and the appropriate use of general ledger codes for the SBA and State of Florida year-end close processes
  • Develops an understanding of SBA operating procedures in Accounting and other sections, as necessary to perform job duties
  • Identifies procedure modifications to improve the effectiveness and efficiency of various Accounting processes
  • Creates and maintains written desk procedures/policies for all major tasks and updates as needed
  • Trains backup personnel to perform primary tasks as required and learns to backup other Accounting staff

Requirements Minimum Qualifications:

A bachelor’s degree from an accredited college or university in accounting and four years of related experience. Must possess a Certified Public Accountant (CPA) certificate from the Florida State Board of Accountancy.

  • Professional knowledge of or experience in governmental accounting standards as prescribed by the Governmental Accounting Standards Board
  • Experience in investment accounting
  • Proficient in Microsoft Excel and Microsoft Word
Knowledge, Skills and Abilities
  • Advanced computer skills to include performing advanced queries
  • Skill in analyzing accounting processes and improving or creating new procedures/processe
  • Skill in analyzing and interpreting accounting standards, regulations, and other authoritative guidance, specifically as it relates to governmental accounting
  • Skill in analyzing complex accounting issues and making appropriate recommendations
  • Skill in collecting/organizing accounting data, interpreting its significance, and preparing accurate financial reports
  • Strong interpersonal and communication skills (both oral and written) and the ability to effectively train others
  • Ability to independently and effectively prioritize and coordinate resources, including other accounting staff
  • Ability to independently manage multiple complex projects simultaneously and meet varying deadlines
  • Ability to independently solve problems through application of analysis and critical thinking
  • Ability to lead by positive example
  • Ability to learn new skills in a dynamic work environment
  • Ability to perform at a high level in a team environment and to effectively execute all job responsibilities
Hiring Range: $73,260 - $83,300
