Oregon State Treasury is recruiting for the newly created position of ?Securities Accountant. The primary purpose of this position is to ensure the completeness and accuracy of the annual financial reporting requirements related to securities held by Treasury. 

 

Job Duties Summary  

  • Value and analyze securities according to generally accepted accounting principles, federal, state, and regulatory requirements, as well as the Governmental Accounting Standards Board (GASB).  

  • Review external audit reports for integrity and veracity.  

  • Interpret and present information within and external to the agency.  

  • Design and analyze custom fiscal reports that are generated from a centralized accounting system and provide fiscal interpretations. 

  • ?Assemble and review data to complete statistical and qualitative analysis and research related to securities held by Treasury. 

  • Analyze investment performance and develop materials for management. Resolve accounting problems, cash flow activity and transactions.  

  • Monitor and track securities to ensure activity is in line with contractual agreements.  

  • Respond to auditors and other external organizations' information requests.  

  • Manage projects to design, develop, implement, or enhance complex accounting systems with a significant impact on statewide finances.  

  • Design or enhance Treasury-specific accounting systems to interface with statewide financial management systems as needed to meet special accounting requirements. ? 

  • ?Monitors all new, revised, or amended statements, interpretations, technical bulletins, implementation guides, and concepts issued or published by the Governmental Accounting Standards Board (GASB).  

  • Alerts Business Services Manager and Lead Accountants to any proposed or implemented standards, bulletins, or guides that impact Treasury’s accounting, reporting, and disclosing obligations.  

  • Reviews newly executed contracts to determine whether the contract is subject to GASB Statements 87 or 96. 

  • Develops and implements project plans to comply with new, revised, or amended GASB standards, bulletins, or guides. ? 

  • Works with Treasury Accounting, Investment Accounting, and Budget staff to resolve budget and accounting issues. Works with DAS and OWEB accounting staff on investment related accounting and reporting issues. 

 

Work Schedule 

This position will have the opportunity for a hybrid (remote and in-office) work location schedule; in-office work will be predominately from Treasury’s ?Salem office?. 

 

The schedule will be ?approximately 90+% time spent remote with a minimum of eight times per year in-office presence, spread over each quarter of the year?.

Requirements

Required Minimum Qualifications  

  • Possession of a Certified Public Accountant or Certified Government Financial Manager certificate?AND?three years of accounting experience equivalent to Accountant 2 work to include designing and modifying accounting systems that require frequent changes in requirements to meet specific business objectives, consulting with program managers or external organizations, and assuring the proper functioning and accountability of fiscal operations; OR 

  • A Bachelor’s degree in Accounting or in any discipline that includes or is supplemented by 32 quarter (21 semester) credit hours from an accredited institution in Accounting?AND?three years of related accounting experience equivalent to Accountant 2 work to include designing and modifying accounting systems that require frequent changes in requirements to meet specific business objectives, consulting with program managers or external organizations, and ensuring the proper functioning and accountability of fiscal operations; OR 

  • 32 quarter (21 semester) credit hours from an accredited institution in Accounting?AND?five years of related accounting experience to include a) classifying, analyzing, and reconciling complex financial data and records; b) designing, recommending, and installing modifications of accounting methods, procedures, forms, and records; c) preparing audited financial statements and reports; d) analyzing and interpreting laws, regulations, codes, and ordinances to ensure the legality of financial transactions; and e) analyzing and interpreting complex accounts and account relationships resulting in accounting entries. 

 

15 quarter (10 semester) graduate-level accounting credit hours may substitute for one year of the accounting experience. Graduate-level courses used to satisfy the educational requirement may not be used to satisfy the experience requirement.
