Assistant Chief Financial Officer, LACERA

The Los Angeles County Employees Retirement Association (LACERA) administers and manages the $75+ billion retirement fund for the County of Los Angeles. We provide retirement, disability, and death benefits to eligible County Employees and their Beneficiaries, and collect, deposit, invest, and manage retirement funds collected from the County, Outside Districts, and County Employees.  LACERA is one of the largest county retirement associations in the United States with over 184,000 Members. LACERA is located in Gateway Plaza at 300 North Lake Avenue in the beautiful City of Pasadena.  The building is easily accessible from the Foothill Freeway (210) and the Metro Lake Station.  We offer convenient free parking for staff members in our secure structure adjacent to the building in addition to a robust rideshare program providing commuting alternatives such as ride-matching, vanpool, carpool, parking services and more. The Assistant Chief Financial Officer, LACERA will report to the Chief Financial Officer, LACERA in the Financial Accounting and Services Division, and is responsible for assisting in the overall management of the Division.  


This one position classification is responsible for administering, planning and directing, through subordinate supervisors, the daily operations of FASD accounting functions and making recommendations on long-range integrated plans to ensure effective corporate and investment accounting operations and the provision of accurate, timely, and useful financial information.  As a third-level supervisor and manager, they will actively mentor staff and enhance overall operational efficiency and adaptability. 


The position must apply a thorough knowledge of management concepts and principles; departmental programs, policies, goals and objectives; Generally Accepted Accounting Principles (GAAP); Governmental Accounting Standards Board (GASB) standards and guidelines; County Employees Retirement Law (CERL); fiscal and accounting internal controls; and laws governing the administration of retirement benefits, laws governing banking and treasury operations, at a level sufficient to make recommendations for the interpretation of laws and pronouncements; organize and plan the work of FASD, and support LACERA’s Mission, Vision and Values, and strategic planning efforts while simultaneously achieving compliance with applicable rules, regulations, and standards.


The position must have refined written and verbal communication skills to clearly convey critical financial issues and proposed resolutions, strong leadership skills to manage professional accounting staff, and the ability to establish and maintain effective working relationships with members of LACERA's Boards, management, internal staff, governmental agencies, professional service providers, and the public.
 The ideal Assistant Chief Financial Officer will:

  • Manage the daily operations of the General Accounting and Financial Accounting sections, through subordinate supervisors.
  • Provide direct oversight and high-level guidance for LACERA’s financial reporting and compliance functions.
  • Prepare and present a variety of fiscal and actuarial topics to LACERA Boards and both internal and external parties.
  • Assist in the development and implementation of strategic initiatives and process improvements.
  • Enthusiastically train and mentor staff to encourage continuous professional development and learning.
  • Establish and maintain effective working relationships with members of LACERA's Boards, management, internal staff, governmental agencies, professional service providers, and the public.
  • Think strategically, forecast potential threats, and understand the factors affecting operational efficiency and compliance for a public pension fund.
  • Act in the absence of the Chief Financial Officer, LACERA.

CERTIFICATION BONUS: Any permanent, full-time employee working in this classification possessing a valid Certified Public Accountant (CPA) by the California Board of Accountancy is entitled to a Certification Bonus equal to two (2) salary schedules (approximately 5.5%) as provided by the Los Angeles County Step Pay Plan.

A Bachelor's degree from an accredited college or university with a major in Accounting, Business Administration, Finance, Economics, or a closely related field, with completion of twenty-one semester units or thirty-two quarter units of accounting including at least two courses in advanced accounting subjects.

- AND -
Two (2) years of experience at the level of Accounting Officer I, LACERA* or higher, with responsibility for planning, organizing, and directing a large, complex, and comprehensive audit, corporate accounting, or investment accounting program. 


Special Requirement Information:
*Experience at the level of Accounting Officer I, LACERA* or higher includes performing professional accounting work and supervising a unit of at least five or more professional accounting and technical accounting staff engaged in the operation of a comprehensive fiscal or investment accounting system.
