Requirements Job Description and Duties

Our Financial Reporting and Accounting Services Division (FRAS) is currently seeking a Financial Accountant IV as theAssistant Division Chief in Treasury Management.

As part of the Financial Office (FINO), Financial Reporting & Accounting Services (FRAS) under the general supervision of the Controller, the Assistant Division Chief is responsible for supervising and directing, through highly specialized technical and professional managers and staff, the operations of the Treasury Management Section including cash management, payment processing, and liquidity management for pension and health funds, OPEB, and cashiering operations.

Assists in managing CalPERS financial risk and liquidity sufficient to meet member benefits and enterprise obligations without interruption, regardless of financial markets while maximizing funds available for investment. Oversees treasury management policies, liquidity and cash management reports/forecasts to determine CalPERS fund’s cash position, disbursement/deposit of funds, cash buffers and liquidity at depository banks.

Responsible for policies/procedures and workload standards relating to the functions of the Treasury Management Section. Communicates regularly with other state departments, bank executives and internal managers to facilitate completion of critical financial transactions and timely transfer of sensitive financial information. Research and analyze critically sensitive daily cash activities and review historical and anticipated sources and uses affecting cash (e.g. new legislation, court decisions, economic indicators and other factors).
