Award Recipients 2025

Congratulations to P2F2's Lifetime Achievement Award Recipients!

P2F2 is pleased to announce three winners of the 2025 Lifetime Achievement Award - Jennifer Even, David Andrews, and Karen Carraher.  These three worthy recipients were honored at the 2025 annual conference in Phoenix.  The Lifetime Achievement Award  recognizes outstanding service and contributions to the public pension plan community over a long period of time.  Recipients must have served the public pension plan community for at least 20 years, and excelled in their achievements, contributions and leadership during that period of time.  


Jennifer Even - MPERS

Jennifer Even is the CFO at the Missouri Department of Transportation and Highway Patrol Employees' Retirement System (MPERS). She began working for the State of Missouri in 1992 as a Retirement System Accountant.  In 2006, she joined MPERS as its CFO.  Over the past 20 years she has often been the sole accountant, so has had to learn all aspects of pension plan finance.  She also serves as the head of MPERS' IT Security Committee, and has led the implementation of a new accounting system and played a critical role in the successful development of a new pension administration system.

Jennifer has been active with P2F2 for many years, serving on the Speaker Committee and the Accounting and Technical Issues Review Committee.  Her servant heart is often on display the Saturday morning before the annual conference began as she helps the Hospitality Committee prepare registration material and goody bags for attendees.
 


David Andrews - St. Paul Teachers' Retirement Fund Association

David Andrews has served the public pension community in Minnesota for the past 32+ years. He worked at Minnesota's Public Employee Retirement Association (PERA) for 30 years before becoming the Controller at the St. Paul Teachers' Retirement Fund Association in 2023.  While at PERA, David was the system's Accounting Director and created PERA's first PAFR.  He was instrumental in ensuring a successful rollout of the system's new pension administration software, and he also spearheaded the successful migration from one general ledger to another.  He traveled across the state to meet with employers and provide education.  He also became the Facilities Manager for Minnesota's Retirement Systems building, which houses the state's three retirement systems and the State Board of Investment.

David served on P2F2's Hospitality Committee for many years, and chaired that committee in 2010.


Karen Carraher - OPERS

Karen Carraher is the Executive Director of the Ohio Public Employees Retirement System (OPERS).  She joined OPERS in 2002 as the CFO and became the Executive Director in 2011.  She was actively involved in developing pension reform legislation in Ohio to address funding challenges in Ohio's public retirement systems coming out of the 2008-09 global financial crisis.  Her ideas and efforts have directly contributed to ensuring the long-term sustainability of OPERS various plans. Karen sits on the National Association of State Retirement Administrators executive board and is a member of the Governmental Accounting Standards Advisory Council.

Karen is the founder of P2F2 and hosted the first P2F2 conference at OPERS in 2004.  She has been the chair or co-chair of several annual conferences, and chairs the Speaker Committee and Retiree Committee.  She has served on the P2F2 Board since its inception and has been the Board Treasurer and President.

The Public Pension Financial Forum is organized for education, pension advocacy and networking purposes. To support the ongoing education of our membership, we prepare quarterly newsletters, hold member facilitated conference calls and webinars, and host an annual conference.  We also have a Member Forum that allows members to ask questions and receive answers from each other.  To participate in P2F2, follow the member enrollment link above.
