P2F2 Conference Call

As we announced a couple of weeks ago, our next P2F2 quarterly conference call (webcast) will be on September 18, 2019 at 2 pm Eastern Standard Time. We thought it would be helpful for many of us to receive an overview GASB’s Governmental Accounting Research System (GARS) and learn more about the different types of functionality this online application offers. Many of us have found the online GARS extremely useful when researching financial reporting and accounting requirements as this application provides users with a centralized point of access to the different types of authoritative guidance issued by GASB.
Michelle Czerkawski, a Senior Project Manager of the GASB, has graciously agreed to donate her talent and time to provide an overview of this application
This overview will include the content that is maintained on the GARS application, key tips to navigating the vast amount of information available, the different types of search functionality available, and other key features of the application including: allowing users to quickly determine if previously issued guidance has been superseded, user notations and book marks, how to share material easily and more!
GARS is an online site which requires an annual subscription fee for the professional view and can be accessed by visiting https://gars.gasb.org/.

Governmental Accounting Research System (GARS) Overview
GARS provides access to all U.S. GAAP for state and local governments through an online platform maintained by the Governmental Accounting Standards Board (GASB). During this call, Michelle Czerkawski, GASB senior project manager, will provide an overview the online research system and highlight functionality within GARS that can be used to research financial reporting requirements. Specific topics to be addressed include:
· Accessing GARS
· Types of content available through the system
· Organization of content
· Navigation within the system
· Locating information, including search features
· Personalized content including user notations and bookmarks.
Michelle Czerkawski is a senior project manager with the Governmental Accounting Standards Board (GASB), where her primary research activities have been in the area of employee benefits. Her current project assignments include deferred compensation plan reporting, an omnibus project addressing a range of topics, implementation issues related to the GASB’s standards on pensions and other postemployment benefits, and annual implementation guidance updates. In addition, she coordinates updates to the GASB’s annual bound publications and the Governmental Accounting Research System.
Before joining the GASB staff in 1999, Michelle worked as a staff auditor for Deloitte & Touche LLP in San Francisco. She holds an undergraduate degree in government studies from Smith College and an MBA from the University of Connecticut.
Mark Whelan is the Chief Financial Officer for the Teachers’ Retirement System of the State of Kentucky (TRS) and has served in this capacity since January 2004. He manages the accounting department for the retirement plan. He also serves on the team that has constructed the Pathway online member self-service portal.
Mr. Whelan graduated in 1994 from the University of Kentucky with a bachelor of science in accounting and received his designation as a Certified Public Accountant in 1997. Mr. Whelan currently serves on the board of the Public Pension Financial Forum (P2F2) and on the Government Finance Officers Association’s Committee on Retirement and Benefits Administration (GFOA CORBA).
